We filed our Adjust of Status application last year of September and My partner couldn’t find a job until November 2018, so from that moment he didn’t file an ITR for the year 2018. ( we submitted his ITR 2015-2017 for aos ). We just recently received a mail for upcoming interview for permanent resident and one of the requirements we are asked to bring is recent ITR which we don’t have. Would there be a problem if we just bring paystubs and some supporting documents for the interview?

Was the USC's income for 2018 below the threshold requiring him to file a tax return?

Paystubs and some supporting documents is not enough.  He has to have a 2018 tax return or a legal excuse not to file.  If his income is low, then you will need a Joint Sponsor.

It’s above the poverty line, however he did file his tax for 2018 and surprisingly he received $3,000 itr. For his paystubs and contract showing that we are above poverty line will that be sufficient? I am not looking for a co-sponsor since uscis is not requiring as to do so.

You said you don't have and now you say you do

YMMV
