Getting a B2 tourist Visa after 2 denials (plus denial of a spouse visa)

I am optimistic my wife will get a travel visa at some point because:

 

1.  She is Japanese.  Most Japanese can use ESTA which is an easy visa to get and use.  We can't use this because she was denied the immigrant visa (once we started the immigrant visa process, TRAVELING to the US was basically put on hold.)

2.  Our lives' have really changed.  We are more stable and financially sound than over a year ago. (and we are thankful for this!)

3.  We have or will have the necessary documents to show this and my wife will be able to explain this in the interview for the B-2 visa.

 

Having said this, I would still say there is a good possibly she would be denied the next time she interviews just because our situation has been so dynamic.  On paper, she might raise red flags and immigration decisions are made quickly.
