I would ask in DR Regional Section

 

Specific countries have extra requirements/interviews you must do in order to be able to leave your country on a spousal of marriage visa.  Some countries make you attend a course/orientation before they will issue a stamp to be able to leave your own country.

 

Do some due diligence on the subject matter
