DS-260 Question

I have submitted my I-130 in Monterrey, Mexico and was issued a case number.  The application was approved and turned over to the consulate in Juarez.  I got online and was able to fill out and submit the DS 260 on 11/22.  I did not have to select an address & agent or pay a fee.  When I click on the application to review the information it says the the fee is not applicable.  I have not been able to get anyone on the phone and the information I have found online has all been from 2014-15.  Should I continue to wait this out or have we made a mistake somewhere in the process? As DCF you pay for the visa at the Interview.  Expect 4 to 6 weeks before hearing back.  We started calling the consulate at 4 weeks to see about the appointment.   Call the Juarez number from the https://ais.usvisa-info.com/en-mx/iv/ site.

The Mexico Number is 52 656 344 3003 then option 1,3,1,1.  Call during business hours.
