Surrendering Green card and applying for a tourist visa

Hello,

My grandma overstayed (more than 2 years)in India due to her health problems and my grandpa passed away. Now she would like to surrender her Green card and apply for a tourist visa at the same time. Can she walk in? Does she need an appointment? If so, which appointment should we make to surrender green card or to apply for a tourist visa for Delhi U.S. Embassy 
Please guide me. She is all alone in India now. 
I will appreciate your help.

I 407 to surrender her GC

 

B2 application etc info is on the local Consulate web site.

Ohh and presumably she is older and has medical issues so check cost and availability of travel insurance, can be eye wateringly expensive.
