Does the wait for Green Card count toward time in U.S.?

My wife and I began the process of obtaining her U.S. citizenship about a year ago. I am a U.S. citizen, she is Panamanian, our kids are all dual. We were told she needed to be Stateside for three years before she can apply for citizenship. The question is, does that three years begin when we started the green card application process, or does the clock start once we receive the green card.

Thanks!

The requirement is normally based on time as a legal permanent resident....as listed on the Green Card "resident since".

Please remember that she cannot even apply until those residency requirements are met.
