Does processing slow down in Nov/Dec?

Does processing slow down in Nov / Dec due to the holidays?  (Do we have any evidence of if so and how much?)

I've been going thru the timelines on here, and most people's RFEs are being responded to with NOA2 within 5 to 15 days. (For folks that filed between March and April 2018)   I'm at 13 days.  Wondering if I should be nervous or just assume that it's the holiday season.

I was really hoping to get all this approved before the end of the year.  That prospect is growing more dim.  USCIS replied to my RFE submission on NOV 14.

Side question:  I note on their status page that it says they sent me an RFE on Oct 29.  But there is another entry that says they sent me an RFE on Oct 30.  I only received one RFE.  Is it likely that this is simply a duplicate entry on their end?
