OPT denied

am a F-1 Student who applied for my second OPT. Received my letter of denial back in August for the following reason;

The Student & Exchange Visitor System indicates that you have previously been granted 12 months of practical training for your Master degree....Review failed to establish that you have changed to a higher education level. I had just recently graduated with a Doctor of Dental Surgery and school DSO never updated my form I-20 from Master's" to "Doctoral hence the denial.

I filed for a motion to reopen one week after the denial notice because the school wouldn't help me but provided a letter of support owning up to their mistake, I submitted the form I-290B with the letter, official transcript and diploma to the USCIS. It's been three months now and I'm yet to hear back. I have called the help desk several times but they were not helpful and a request for expedited processing was denied as well because the potomac office does not expedite form I-290B

Is there something I can do to get a response from them or should I forget about the motion? Any advise from anybody with similar experience will help.
