The RFE letter is the cover sheet

no need to do a cover letter

just be sure each and every page you send to USCIS has the case #,  both names, and both DOB's in the upper right hand corner as immigraition has been known to loose documents

I know what u mean but the RFE covered what u r to send

and no one will read cover letter
