There is no such thing as a "certified" Naturalization Certificate.  They want a photocopy of the actual Naturalization Certificate.

You can expect to hear from them 3 to 5 weeks from the time they receive the response.

There is a certified true copy though. I wonder if that's what they meant?

A photocopy of either THE original Naturalization Certificate or a photocopy of a "Certified True Copy" of a Naturalization Certificate would be fine.  You have to have one or the other to send a photocopy of either.  I'm just saying it is not clear what was sent the first time.  Perhaps nothing was sent as evidence of US citizenship, and the Naturalization certificate was the option that applied to THIS petitioner.

The US Citizen didn't "apply for" anything.  He filed a petition for alien relative.  When the petition is approved, the foreign spouse will be able to "apply for" a "spouse visa".

The post you quoted refers to the evidence the petitioner IS a US Citizen, that is required as part of the petition package.
