Dont do anything. Listen.

You need NABC+Affidavit for your case.

NABC = Non Availability of Birth Certificate: Apply for birth certificate for the date on her passport in the Place of her birth(as mentioned on the passport), Such authority( in your case may be gram panchayat) would give an NABC (Google for the standard format of this).

Affidavit: An affidavit given by an elderly person(aged at least 16+ years at the time of your mother's birth date) stating that he/she know your mother's birth date(usually a notarized affidavit is sufficient).

The above two must have same information(names, dates, places etc). Once you get these two, you can use this combo in place of anywhere the birth certificate is required.

Good luck

Thank u for your quick response. I asked for the local panchyat but I think they do not issue non availability certificate in himachal pradesh but they just write on ordernery paper that birth certificate is not available in this village and stamp it.

Is it sufficient? I already get two affidavits from my mother's relatives. Thank u.

Check for the certificate format that USCIS accepts. Make sure that you would get it on the official letter head with full contact info, rubber stamps etc on it. Check with the local municipal office (near by city) for such a NABC standard format, take that to the panchayat and have them sign for you. Bottom line, USCIS should accept it in its format. Check all spellings, dates, places etc are exactly matching with the passport. Also the same should match with the affidavit.

Bit careful process would give you want you need.

My mother try  to get her birth certificate at her birth place as on her passport. She said that old panchyat said that there is no any record for her birth but, in new panchyat they have birth record for her birth but everything is wrong on the birth certificate like birth date, her name etc. On her birth date she has her name before marriage and on her passport she has name after marriage. She changed her name after marriage. Do no know what's going on. Do no know what to do now? Have you some idea friends about what should I do know. Thank u.
