Singapore Police Certificate - No FIN

My fiancee is from Myanmar.

 

We've filed an I129-F and are waiting for the next steps from USCIS.  We plan to have her visa interview in Yangon, Myanmar.

 

Our understanding is she will need a police certificate for the places she live 6 months or more.


About ten years ago she spent 13 months continuously in Singapore studying.  

 

My understanding from reading this site, is that the USA Embassy will require a police certificate from Singapore. As far as we can tell, this process is through an online application (appeal actually, because normally non-Singaporans cannot get a police certificate). In reading the rules, it appears she must provide her FIN. 

 

She cannot find any documentation of a Foreign Identification Number (FIN). It isn't her old passport. It probably would have been on her student permit. She cannot find her student permit. 

 

Any thoughts on how we should proceed. We are prepared to travel to Singapore if that would help.

It turns out that the Singapore government issues final examination results even for private schools, and her FIN was printed on the results. So we have it, and this is a huge weight off our shoulders. Now waiting for the USA embassy to give us the requirement to get the CoC so that we can file an appeal.
