I think by that age of being 26 if he hasn't signed up then it's too late.

If he arrives on or after his 26th birthday then he is longer able or required to register for Selective Service.

Husband coming on a K-1 visa??  Assuming you mean fiance, he would not need to regIster with Selective Service until at least 30 days after the 90 days on his I-94 has expired.  Entry on a valid non-immigrant visa, including the K-1, is an exemption to the law that requires all males 18-25 living in the US to register.  Those males must register within 30 days after expiration of their visa (status).  All other males living in the US  must register; for example, even undocumented immigrants are legally required to register If they are lIving in the US.  Since he will turn 26 within the time of his visa status, he will not need to register.
