So after a looong wait, ( dec 2017 filer ) the application is enroute to Johannesburg .. the application is “ in transit “... we are thinking to submit the DS160 and schedule an interview 45 days out .. we feel we already have all the documents that we need for the interview .. any thoughts ??

Yes, you can complete DS-160 and pay the fee which is good for one year. After the case is received by the Embassy  which could be day or days, the case status will change to "ready" or "ready to be scheduled for interview" something in that line. 

I don't know how the process goes in Mauritius and if they send out packet 3 and 4 like some other Embassies or not. Either way, you will be notified and am sure you will be scheduling a medical exam. Good luck!
