The petition will go to NVC upon approval, then sent to Riyadh. From there, you can request a transfer via the US Embassy in Manila (USEM). I did this exact process form Riyadh to Manila last year, so presumably it's the same still.

You can try to get NVC to change the consulate/embassy if you can catch the right person while the petition is physically at NVC still (it's only there for a few days or so).

You would need to contact USEM (via email or the ustraveldocs.com linked website after you login) and make the request there. They won't take a request via phone, unfortunately. But it won't hurt to call & verify the process with them since processes can always change over time.

The I-129F listed Riyadh, but due to the increased processing timelines when I filed (they more than tripled!), her contract was going to expire and she was going to exit before she could process the visa in Riaydh.

This was my personal experience with those specific consulates. YMMV, and timelines vary often. Much of the time tends to be with the original embassy. In my case, they responded to the request and shipped the file quickly. Others may take weeks or longer to process requests.

Hopefully they assign it Manila and/or you can get them to change it at NVC, since that's the fastest proces.
