Tax Transcripts and/or Tax Returns + W2

Even after reading other threads on the subject, I'm a little confused about the tax transcripts v. tax returns issue.

 

Both documents are on the cover letter provided by the NVC, so should I be providing both? They website seems to imply that I only need the transcripts, and the returns + W2 if I can't get the transcripts. If I just provide the transcripts, would I then mark the returns and W2 as "not applicable" on the cover sheet? 

 

I'm having a terrible time getting the transcripts. I (the USC) live abroad, so I can't order mine online. I tried by phone, but I couldn't get mine OR my mother's, who's our co-sponsor, through the automated service. I still need to try hers on the online service, but she doesn't have a US phone in her name, because she's on a family plan. 

 

This is the final thing holding up our submission, so it's starting to stress me out! Does anyone know which I need to file, and what to mark on the cover sheet?

Which ever way you go, the one you send is marked attached/ included etc.. and the other marked as N/A

 

transcripts are preferred because they will automatically include all w2 1009 etc associated with that return, and is the onfile data the IRS has for you, rather than a piece of paper that can just be filled out...

Don't expect to find all applicable instructions in one place.  The I-864 instructions indicate "or" in this regard, so take those literally, then check the not applicable box for what you are NOT sending and indicate what you ARE sending.

My husband lived overseas with me until yesterday, he rung the IRS and used the automated service until it gave him the option to talk to a real person by pressing 0/zero. It was much easier and quicker once he got to talk to someone. Try and get a good international calling plan for your phone too, as he was on the phone for almost 30 minutes. It gets expensive fast!
