Tier 2 USCIS officer

So, yesterday I called USCIS and anticipated being on the phone for 3 hours, but it was answered near immediately. Anyway, the automated response informed me that the status inquiry period is 180 days from the last action taken for my case.

 

I had spoken with the tier 1 officer to try and figure out where my case is, to no avail. I was pretty much told what I already knew and assumptions were made. The tier 2 officer called me back and I felt interviewed right away. Asking me questions about my relationship am I still married and a bunch of other stuff. All I wanted to know which office my case was at. The information I was told follows:

 

1. My case is pending and it can take two years.

2. My case has not moved it's at VSC (also local jurisdiction) has it. This confused me who has it?

3. I was informed I can apply for citizenship now, but I feel I cannot die to the 3rd year anniversary being October. I've been married 3 year not a resident for 3. So, can I or not apply for n400?

4. I should go to an infopass 2 weeks before my NOA expires.

 

The whole experience felt confusing. I feel I was ill-informed

1. ROC is severely backlogged right now. While I do think 2 years is on the high side, over 1 year is the norm. You're not going to get anything more out of them at least until the case is assigned to somebody and they start working on it. It's most likely sitting in a pile with a mountain of others still.
2. Unless you received any other notice, it should be at the same place as noted on your receipt notice / NOA1. Eventually it will be transferred to a local office (assuming you get an interview).
3. You can apply for naturalization under the 3 year rule starting 90 days prior to the 3 year anniversary of becoming an LPR (green card holder), assuming you are still in a marital union with a USC for that period.
4. I'm assuming this is for an I-551 stamp since your green card is only extended for 1 year from ROC filing. Yes, you should get an I-551 stamp via an Infopass appointment before it expires.

VSC will take 12 to 15 months before they can adjudicated your application. People will get the message your application has been transferred to another office location once they filed N-400 while the i-751 is still pending.

Since you're July filer, you have to wait 2 to 5 months more.
