Submit AOS based on Date for Filing

Hello All,

Finally, the Date for filling for F2B has moved 1 week and I have a quick question on that. I am currently staying in the US legally and my priority is exactly at September-8, 2011. If USCIS publishes their visa bulletin and allow us to AOS using chart B, can I submit the AOS application then? I am kinda confused on the language on the NVC website saying:  “Applicants for immigrant visas who have a priority date earlier than the application date in the chart below may assemble and submit required documents to the Department of State’s National Visa Center, following receipt of notification from the National Visa Center containing detailed instructions.” Does it mean any date before Sept-8 (like Sept-7 and before that?) I just want to make sure before I submit my documents and find out I am not eligible during the interview.

Timeline

If the published date for example is Sept 8, meaning only applications with priority date of Sept 7 and backwards may file. Sept 8 and onwards should wait for the next round of visa bulletin.
