Whether or not you need I864a is dependent on your support situation. Does your petitioner sponsor you alone or you need joint sponsor? And if you use joint sponsor, does your joint sponsor has someone else in his/her household.

You submit the documents on the list based on your situation.

Read NVC wiki,(it's hard to copy the link on my phone) but you can find it from your portal,or just search nvc wiki.

There are three categories on the sheet.  One of them is "not applicable".  Send what is available AND what is applicable.  Although this LOOKS LIKE a checklist, the title is "Cover Sheet".  A checklist from NVC will tell you exactly what you didn't already send and need to send or correct and send.

I am the petitioner and i am sponsoring my wife alone. Looking at the proverty guidelines i reach the required income for sponsoring my wife. I’m done with the 1st signing ds-261 and 2nd step paying the AOS, then 3rd step is filling up the ds-260 but is not yet availble. My question is can i jump to the 4th-6th step of sending my documents already or i will need to wait for the nvc email for me to continue.? Thank you very much!

It looks to me like you DO have the email regarding your next step.  Follow the instructions that came with the document cover sheet.
