City of Birth Question (IR1)

Hello, I am helping my mother e-file her I-90 renewal. She is an IR1 recipient and maintained a copy of her last application from 2007. On her 2007 application, she listed her birth state rather than her birth city. Her birth certificate lists her birth city but she is unsure if she has ever used her birth city instead of the state on any USCIS form. Should she stick with her birth state since there has not been an issue before or should she write her city? If she writes her city, is she required to explain the discrepancy?

Yes,  The forms aren't perfect.  In the US, many town and city names exist in multiple states.  There is plenty of room to type both city and State.  So, do it.
