After you marry you then file a petition for her, once this is approved it goes through NVC and then she can apply for visa either at home or Hong Kong if she is still residing there. You put on the petition which embassy but if it changes you can contact them to transfer. 

 

If she goes through Philippines either for interview or on her way to the us then the Philippine govt has an extra hoop she has to get through which those at the Philippines sub forum can help you with.
