My 2-year GC expired in September 2017.

My I-751 application was sent in June 2017 and I went for fingerprint in July 2017.

It seems like the process may take more than a year... (USCIS website shows they are processing Nov. 2016 cases)

 

When would be the earliest time to go an infopass to get an extension stamp assuming my GC expired in September 15 2017....

From recent reports I've seen here on VJ, I hear many local USCIS offices are turning people away in getting an I-551 stamp, unless they're less than one month away from expiration. So in your case, you would set up an infopass appointment in August. Good luck.

Yes - it's one month before it expires unless there are extenuating circumstances (like you are traveling during that period).

When you get your I-551 stamp, make sure your passport is valid for a while after. If not, you'll need to bring passport pictures and they'll make you a card. Some offices will make you surrender your physical green card and vary from extending 6 months vs. 1 year. It's all a guessing game as to what you'll receive.
