a question about a police certificate from israel

I got my case completed but after two days the NVC sent me an Email including a chklst saying that i need an Israeli police certificate knowing that I have never entered or lived in Israel .

I'm Palestinian from Gaza strip.

the NVC website is saying that all Palestinian ID holder must obtain an Israeli criminal certificate. on the other hand my case is complete waiting for the interview. don't u guys think that if this paper was crucial, NVC will make my case complete?? 

if anyone here is familiar with what i'm saying, can u guys help me plz...

basically you need to do as they say

your case is not complete until you do

be sure to stay in touch with NVC by email or other during this process to keep from aging out while waiting for the police clearance

thank u for ur response but yes my case is complete cuz i got the Email that says ur in the line for schedueling an appointment ... also, i call them everyday and they always say that depends on the embassy load and ur turn. in addition, in the Email the NVC sent me asking for this police clearance they gave me two options either i send it to the NVC or I send to the embassy . either ways i'm not allowed to have this certificate with me, instead they send it directly to the embassy . so thats why im sure that my case is complete. but the main problem here that im afraid that the embassy might ask for it, furthermore, i applied for it online using the link in the NVC website. and the Israeli police sent me back that - they recieved my application and the certificate will be sent to its final distination- this message was through an automatic reply so im not sure if they will issue it or not and i dont know how to track this process ..
