Translating documents to English

Per the US Department of State website documents need to be certified translations and state that:

• The translation is accurate, and
• The translator is competent to translate.

 

Do you need to find a certified translator or can anyone do it as long as they are “competent”?

So for example, I could have a friend translate a document, notate at the bottom that the translation is accurate and that they are competent to translate. Sign it, provide their contact details and get the document notarized. 

 

Would this work? By the way I need a birth certificate translated so it should be pretty straightforward.

That's basically what my wife did (albeit as a K-1 applicant and not IR-1/CR-1) for her birth certificate. She didn't have any problems.

Thanks for your input. I will just have my friend translate it, in my opinion they are more than able to do it accurately. 

 

Would anyone happen to have a translated México federal police certificate that worked at an interview that I could use for a reference for translation?
