Who is the petitioner?

My friend is filing the ROC for her husband. Who is considered the petitioner and who is the applicant? Sorry if this has been posted. I could not find a clear answer. Thank you!

Would this be on how to fill up the form I-751 about the petitioner and applicant? If yes, then Part 7 is the applicant (LPR) and Part 8 is the petitioner (US Citizen)

True, Part 7 is the LPR/GC holder but it is titled "Petitioner" on the form while Part 8 is the spouse (US Citizen). 

 

OP- for ROC,  the applicant and the petitioner is the same person. The word "applicant" is not anywhere on the I-751.
