It means it's cashed, they have received your. package and you'll receive the first note of action (NOA1) soon, and the waiting for the approval notice (NOA2) starts. Expect around 5-6 months.

If your petition gets denied and you have to reapply you'll have to pay again.

If you forgot stuff on your petition - sometimes even one box unchecked - or they need any other supporting documents you'll receive a Request for Further Evidence (RFE) instead of the NOA2. 
As far as I know, denials mostly happen at the interviews.

Timeline

As a bit of additional info, they do not cash the check until they have transferred it (successfully) to the CSC in California for processing. The Texas service center do a very quick check for missing signatures, etc, and send back the check without cashing it along with your application package if they had issues.

 

That doesn't mean that there isn't something that will be caught later, but there was nothing they noticed was obviously missing.

 

You've passed the very first step.  ;)
