Can we get CFO emigrant registration sticker even if we our Report of Marriage is still in process?

The situation is like this: We realized too late that we didn't report our marriage in Finland to the Philippines. Now we are going back to Phils and found out that my wife and her daughter can't get back to Finland because they don't have the CFO sticker. They already have residence permits for one year in Finland. We have the original marriage certificate from Finland. What kind of papers do we need to prove that the marriage is true even if we don't have the Report of Marriage in our hands yet? Thank you.

You're wife and daughter should not be required to obtain a CFO sticker to exit the Philippines so long as they have residence permits in Finland and the marriage certificate should help as well but likely is also unnecessary.   CFO is for Filipinos who are exiting the Philippines for the purposes of immigrating overseas.  Your wife and daughter have already immigrated.   In fact, on exit they can submit thier passports at the airport and apply for an exemption to paying travel tax as well.  My wife has exited the Philippines multiple times since we were married and is allowed to exit based on her proof of Residence in Hong Kong despite her not having and never getting a CFO sticker.

That is BS.. CFO is for exiting Emigrates only.  My wife renewed her passport after marriage so there was no CFO sticker in her passport when we went for a visit.   They have resident status in Finland that is all that is necessary.   Did the airline turn them away?   (Oh you have not traveled yet .. so it is who told you this OR where did you read this?)

 

ROM is not required.   If you want to complete Report Of Marriage it must be done through the consulate that represents where you were married (in this case Finland)

As long as the permits are valid I don't see an issue. 

If the residence permit is in your wife's married name and her passport is in her single name (being she has not completed ROM) for sure carry a copy of your marriage certificate.   

When flying out of the Philippines at check-in with the airlines present the passport (of course), the residence permit and the marriage certificate to show the name difference.   May be required to get a travel tax waiver (P250).
