B1/B2 visa rejected while CR1 is pending. Should I apply again?

Timeline

My wife and I applied in December for a tourist visa, we sent in our I-130 in November and had our NOA1 December 2nd, she was denied for the tourist visa. My advise to you is save the $160.00, they will probably not approve it. Sad to say and I am sorry to give a negative opinion but it is probably true

UK doesn't need a tourist visa. They've got ESTA.

I am referring to coming from UK, like i am Indian ppt holder but was based in UAE.
