I also checked the statistics and I can see one yemeni was issued IR1 visa in January 2018 so I am sure they are issuing visas to yemenis just not like before. 

What were the circumstances for the Non immigrant visa? As per https://travel.state.gov/content/travel/en/News/visas-news/revisions-to-presidential-proclamation-9645.html all visas to yemeni nationals are banned. Were the 2 you know dual nationals?

 

For the IR1, where are the statistics you refer to? Note that the published stats are by country of chargeability - which is country of birth - which is sometimes not the same as country of citizenship. Even if you are born in one of the banned countries, if you have nationality of an unbanned country you can get a visa but you will show up as being charged to a banned country.
