Eligible for Citizenship/Naturalization

My husband came to the States on Feb.19 2014 and we got married March 27, 2014. He received is 2-year green card Nov.19 2014. we have now applied for the lifting of condition and are waiting for that to be approved. My question is that does he become eligible to apply for his citizenship/naturalization 3 years from the date that we got married or the date that he got his green card approved?

If he is eligible to apply 3 years from our marriage date can we apply before his lifting of condition is approved? Also, which green card copy do I send in if he hasn't received his 10 years  card yet?

since the 2 year gc, it will say residence since

 

he may apply when he has 3 years of being a LPR, after removing conditions and getting his 10 year GC

The earliest he may apply is 90 days prior to his 3rd anniversary of being a permanent resident as indicated on the "resident since" date his green card. He is still eligible to do this even if his I-751 petition to remove conditions is still pending with USCIS provided he's still married to you. Based on what you've said he should be eligible to apply around August 19th this year. To fall within a safe window he can mail the N-400 package a few days after August 19th.
