Please Help, If Possible

Okay, So now I'm expecting the packet of instructions from the embassy So I can schedule /OR/ given an interview date for a K1 fiancé visa at the American Embassy in TUNIS (I don't know yet how to get an appointment with them).. and also I don't know how long they will take to process our Visa, but I  really  miss my fiancé so much and he can't even come to see me; "his boss doesn't allow him to travel" and also we want to save up money because he's going to attend the interview here with me in TUNISIA.

SO Can I apply for tourisitc Visa to Mexico while I already submitted my DS-160 ?!

thank you,

Expecting your kind Help

You can of course travel, and apply for a visa to a third country.

Keep in mind it is uncertain how long the process will take, when your medical and interview will be, and you say money is tight.  You may end up loosing the money for your ticket to Mexico if you have to cancel due to visa appointments.
