This letter is best titled, "Evolution of Relationship".  While it is certainly OK for either or both of you to write one, when there are red flags to address (That's when such letters are actually needed and help) then it is critical that the US Citizen Petitioner explain how, in their own mind and heart, the relationship evolved from initial contact until petition filing in their own words and from their own point of view.

 

There should be no contradictions in the two letters if there are two, but relationships seldom evolve the same way in the minds and hearts of two different humans.

 

In my last two relationships with foreigners, the relationships developed in far different ways, and for the current on, the evolution is far different for one of us than the other.  This is quite common when different cultures are involved.

 

Don't think of the Evolution of Relationship Letter as some requirement to fulfill.  Make sure it or they, address the subject the way a consular officer needs it addressed.
