Can someone explain welcome letter (F2B)

My PD date is january 2010. Everyone asking me about welcome letter and i dont know what it is. i think its good idea to explain this thing.

Hi, when your case reached the NVC they will send you a letter to welcome you and also new case number and invoice number as well. If you're case was transferred please call the national visa center and get your case #.

i130 is an form.not a visa category. in visa bulletin you can check the processing time by visa category.
