My I 601 been approved for 4 months now still nothing

My I 601 been approved for 4 months now and my status still showing refused, no call from the embassy in Accra yet and any  time my congressman  ask them they will say the case is under consular officer review then they just do update on it.The last updated was on March 9th 2017

you have to give details about your case. Were you given option to file I-601 after your visa was refused at the interview/ When was the interview done? what type of visa is been applied for?

Interview :  11/15/2016

Result: AP  (form 221 (g))

Correspondence with Embassy: Tons of emails, Facebook posts, tweets, Congressman inquiry

Complaint letter with OIG : 12/29/2016

Case dispatched to diplomatic pouch : 01/11/2017

Case dispatched from diplomatic mail service to NVC : 01/23/2017

Case arrived at NVC: 01/26/2017

NVC sent case to USCIS : 02/09/2017 (system update)

Case receive by USCIS (text & email notification): 03/07/2017

I was refused in November 2015 for unlawfully entering U S A, well I came to my home country with my approved i130 and the consular officer gave me  the paperwork for i601 to file it so my wife did in February 2016 and got approved in December 2016. All the embassy keep saying your case is under consular officer review, my wife called D O S and they told her the case is under process, does anybody have any idea what'sgoing on?

since your case is not outright denial, i will say , just be patient. be prepared to wait for a while.

So guys this my situation now, after 4 months of approved I 601 and the embassy keep saying my case  is under  consular officer review, now that every review is done and over with the department of state, the embassy is claiming they still don't have a copy of my approved I 601, anyone with same situation?
