applying for citizenship

My cousin ( green card holder) came to america june 2014( petitioned by her father; a us citizen) she was 20 yrs old by then. Now she's turning 23 and wants to apply for a us citizenship. is she eligible to apply now or she still needs to wait for few more years?

ditto, the wait is 5 years, only when the petition is through marriage to a USC can you file at 3 years of residency

 

so 90 days before her 5 years she can apply for citizenship
