Change embassy or consulate location

On the i129f form under part 2 "Information about your alien fiance(e)", it says "Your fiance(e) will apply for a visa abroad at the American embassy or consulate at:" If we need to change that from Hong Kong to the Philippines, what would be the best time to do that to avoid any delays? We have our NOA1 and are waiting for the NOA2. Right away? After we receive the NOA2? Other? Thank you for you assistance.

Change it now.

 

It still may cause some delay, not too much; but if you waited until after NOA2 I don't know if you can change it, or it really would delay things a bit as NVC is a short stage really and they send to embassy, so yo could miss it entirely.

I'm also in the same situation, I called the USCIS and they told me that I have to wait until I get the NOA2. Did anyone experience this before?
