Timeline

I am bring my Thai wife and 2 step children on an IR-1.  My wife has sole custody of her children according to her.  She was never legally married to bio father.  Also, she has a paper that says she has full rights to kids without bio fathers consent. Papers are required each term for schooling in Thailand which require mother and father.  This paper allows her to do so without the father. It is signed and registered at the local government office. It does not however have the bio fathers signature.  This is a difficult question for me to figure.

what is the question, since there is no problem, she has sole custody and she was never married, so she can take the kids out of the country, no need for father's signature since there is no dad

There is no signature on the sole custody document from the Government Office.  She did explain to me that the Government Office made the decision to give her sole custody without the fathers consent.  This paper work is good for Thailand, just wondering if is good for the US as well?
