My brother and I just finished our interview today (IR2). After some questions the CO just said "Looks like everything is set. You will get your visa in a couple of weeks. You can go home now." He said no instructions regarding how we'll get our visa. Will it be delivered to our address?

Oh okay. No they didn't.

 From the embassy instructions letter:

STEP 4. If you already have an appointment from NVC, you MUST still create a profile and designate a delivery address. We are unable to deliver your passport and visa if you fail to register a delivery address. To register online, click on the “Select Document Delivery Address” link under the Immigrant Visas section of our website (http://www.ustraveldocs.com/ph/). Once there, click on the first link under the “More Actions” to register a delivery address for the first time, or to change an existing delivery address.

I tried doing this and so I'm done with the delivery address part and when I click continue, it's asking me to make an appointment. Should I still continue? Btw, our visa status changed from ready to issued.

Congratulations.  Now just a few more days and the visa should be in her hands.  Maybe Monday or Tuesday.  Don't buy flight tickets till you have the visa in her hands and she has reviewed for errors.  YES MARTHA the Embassy does make errors and can set you back a few days or weeks if errors are found. SO DON"T BUY TICKETS!!
