So my husband (the applicant) left the US and when he re-entered the border guards told him his green card has been printed. Unsurprisingly our USCIS online status hasn't changed since July which would imply he got the green card without an interview. Not impossible, but I'd like to confirm. How can I call and ask?

If there's a field office nearby, pop in for InfoPass appointment. If you call, you will probably need to speak to a tier-2 officer which could take a long time.

Why would I need to speak with a tier-2 officer?

If your online profile hasn't been updated since July, those who answer calls at USCIS will have no more information than what you see. You will need to request a higher ranked person to check current actual status.

It seems surprising that border control would have more information than USICIS.

Oh absolutely the do. They're the front line people deciding who to let into the country. Not only do they have access to all USCIS records, they also have access to criminal record databases and travel records, among other things. The whole enchilada really.

For USCIS helpline, unless you're connected to higher ranked officers, you won't get any useful information.

Depends on how long ago the approval was, but you should receive the green card in about 7-10 days from the time they send it for production.

When logged into your account on the USCIS site, you are supposed to be able to see your notifications, such as approvals, mailings to you, card production, tracking info for green card mailing, etc. Sometimes they never change for whatever reasons, and you get left in the dark until things arrive in your mailbox.

You can follow the advice above and talk to a tier 2 IO, or make an infopass appointment. The people that answer phones at the USCIS customer service line are simply people that work in a call center. They have no information available to them beyond what you can see yourself on the USCIS website for your case status. That is why you would need to speak to an actual immigration officer by asking to escalate your call to a tier 2 immigration agent with access to your case details, or make an infopass appointment and go directly to your local USCIS office to inquire about the status of your case and let them know of your situation to get some answers.
