Consulate wants re interview after AP

Timeline

My husband has been in AP for 15 months, we just got out of it and the consulate is requesting a updated ds 260, new medical and re interview is this a good sign, after all this time we are afraid he might get denied... please chime in on our situation!!!

Timeline

So my husband was approved for visa on nov 8th, our status update changed to issued on nov 8th but we still have not received a waybill number is this normal... I'm worried ?
