Huh! explain what you mean...at 26 yrs old in the US you make your own decisions

to be married, id your fiance is USC both of you will write that you are free to be married

That is the wrong answer. Things are little different in the Philippines and the OP at 25 is OK to marry but if at 24 they would have to have a document from their parents indicating their approval. Please be careful with your advise as not every country is like the USA.

Here is the sample letter for your knowledge: http://www.quezoncity.gov.ph/images/stories/downloadables/forms/parentadvice.pdf

** From the Family Code of the Philippines**

It states; 21-25 years old for advice and 18-21 years old for consent. (Some have noted that they were not asked for this, yet others have been asked, so be prepared) Bring the ID of the parents, plus copies, postal ID should be adequate.

The parental advice letter is only requested for CFO.

Here is a link to CFO infromation, plus there are links to the Advice Letter on this page http://visaconnection-philippines.com/index.php/2-visa-process/5-cfo-gcp-seminar

Here is the think the wording of the law states 25-21 yrs of age. CFO is the only one that require the letter, and they don't always ask. You are K-1, yet you are talking legal capacity to marry and advice letters... are you planning to marry in the Philippines?
