"Have you related ever been under immigration proceeding ?"

My husband and I are not sure about the answer.

I have been previously sponsored for a k1 visa three years ago.

I asked for withdrawal at the embassy after i found out he cheated on me.

Should we write it or is it about something else?

I think you can answer no. You simply withdrew your petition; an immigration proceeding implies that USCIS initiated proceedings against you (or your past fiance) in an immigration court of law. This did not happen right?

Agripa is correct.

Proceedings means legal action taken against you for breaking immigration rules and laws. Deportation, removal, etc. You didn't break any rules and you weren't forcibly removed from the country. You changed your mind - and a good thing too by the sound if it!
