We are here in PH visiting, and my husband is a big fan of the Eagles, he wants to watch a certain live game, is there a channel that we can watch it?

There's an add-on channel on Sky Cable, I forget how much it is per month.

No local channels that show NFL games as far as I know. He can always stream online but available streams aren't always legal.

Streaming is possible online. Maybe needs a VPN blocker like Hola. It's free though.

Also if he has DirecTV, or any of the other authorized providers, he can use the WatchESPN app online.

That was one of my misses when traveling was missing my college and pro football weekends haha

Get a VPN and stream the game. When I was there I streamed my hockey games. Picture was ok but I was on a slow connection. VPN'S are free. Just Google and they will pop up.
