Ceac says "At Nvc" and to follow 6 steps, but won't allow me to

So I'm under an F2B immigrant visa petition and been waiting where my dad who is a greencard holder(worked for government) filed for me in 2012 .i recently checked my status and it says "At nvc" and to follow the 6 steps in the link. So I try to open the link to choose an agent, enter my info and it says that "access isn't available for further processing".

Is this just normal & usually says this stuff, and I'm still gonna be waiting til target date 2022?or is this something that tells me that I'm near? I'm a bit confused. Any help would be great. Thanks.

Were you given a case number and invoice ID number? You probably just went to the wrong website... Maybe this is what you were looking for: https://ceac.state.gov/IV/Login.aspx

Yes I was already given both. Thanks for the reply. I tried the link you gave and after entering my detail it says "not eligible for further processing".

When did you receive your case number and IIN? Did you get them over the phone or in a "Welcome" email from NVC?

Thats because your priority date isn't current.

You won't be able to access anything until your priority date becomes current; and only then will NVC tell you to proceed with your case. The current PD for the Philippines is Jan2006, and with your PD of 2012 you still have a long way to go.

We received it with a notice of September 2013,but received it months due to snail mail. Then we informed them about the delay and what to do next. Not sure if that's the welcome letter you're pertaining to. It's the paper with an orange statue of liberty hand holding the flame. Then we got a reply that they got our letter and that was it. Since then we've been checking my status and it would say still processing until late last month when I checked it again and it said what I stated in my first post. Never got any emails from them or any other letters.

That's what I suspected. Thanks. After seeing the "follow the 6 steps" ordeal I thought it was some kind of a sign that I would he pushed up in line hehe. Just wanted to make sure.

I apologize for the confusion earlier. I hope you don't plan on getting married in the next 6-7yrs; otherwise you might actually get bumped down the list Or perhaps your dad can just become a citizen, and then you can get bumped up! Haha.

That's what everyone has been telling me lol. Unfortunately, that's not what the girls like to hear haha.

One last question, So my dad has been a greencard holder for the last 5yrs.if he applies for citizenship how long does that take and how long does it take to get me?

Basing off of the timelines here on VJ, the naturalization process can take 4-6mon, assuming everything goes smoothly. When your dad becomes a citizen, you will be bumped up to IR2 category, so you can get your visa in a year.

You're very welcome! I definitely would advise your dad beginning his Naturalization process since he has been here in the US for 5yrs already. If he starts it soon you can be here within the next 2yrs... that's a whole lot better than waiting another 6-7yrs hehe.

This is only true if OP is under the age of 21. Since they say they're in the F2B category, I'm assuming they're over the age of 21. If your dad becomes a USC, then you'll be given the option to switch to the F1 category (01 Aug 05) which is running behind the F2B category (01 Jan 06) for PH. It's in your best interest to just remain in the F2B category for now.
