I-130 for son (split)

My husband is about to file 1-130 for his 13 year old son by his first wife who lives in England his son spends most of his time here but visits his Mum in England for holidays I understood that when he came back in after it was approved he would be able to apply for a US passport to become a citizen? Is this correct?

Do we need to file the I-864w as well or just the list of things it states in the guide which just says the 1 form !-130? thanks

You go through the whole process. Start with the i-130 and documents. The case is sent to the NVC after approval and you do the ds-261, ds-260, IV docs, and the i-864w. Then comes a medical and interview.
