Name Change On Passport

Just received my NVC Welcome Letter today. So, I have paid my $120 fee, and electronically submitted the DS261 (Choose Agent).

I'm going through some of the forms that are required and I'm a little confused.

It says the applicant's name should be exactly as shown on her passport. Problem is....her passport is still in her maiden name. So, before I submit the rest of my documents to NVC, should she go ahead and do the name change on her passport now?

Also, I know that the CFO stamp is a requirement when filipina is married to foreigner before she can change the name on her passport. If we should go ahead and do this all now, what steps should we take to get her set up for the CFO seminar, etc.?

I use my married name on most documents that I fill out now but because my drivers licence and passport are still in my maiden name I did my i-130 petition in my maiden name and will continue the application as such (currently at NVC also, a few weeks ahead of you). I will get my green card issued in my maiden name then pay I think it's $460 to get it changed and reissued once I'm in the USA.

Whatever name is on the original application and her ID is the best to stay with. I asked on this forum back at the start and was given that advice by many also.

I-130 Petition Process:

Sent petition to USCIS Chicago lockbox (via in-laws to put check in US$): 11 Mar, 2016

NOA1: 24 Mar, 2016 (email notification 30 Mar. Hardcopy 11 Apr)

Service Centre: NEBRASKA

NOA2: 3rd Aug 2016

Petition sent to NVC: 18th Aug 2016

NVC Stage

Case number assigned: 8th Sep 2016

Paid AOS Fee: 9th Sep 2016

Paid IV Fee: 14th Sep 2016

DS-260 submitted: 25th Jan 2017

AOS & IV Package sent: 25th Jan 2017

Expedite requested: 25th Jan 2017

Expedite approved (consulate only): 1st Feb 2017

Scan Date: 31st Jan 2017

Case Complete: 14th April 2017 (10 weeks 4 days)

Full expedite approved (bypass NVC to send file to embassy), however too late as I already had case complete 17th Apr 2017

Case arrived at Embassy: 21st April 2017

P4 letter received: 26th April 2017 (expedite at embassy stage so this came from the consulate, not NVC)

Medical date: 26th April 2017

Interview date: 4th May 2017 APPROVED!!

Visa received: 8th May 2017 

POE (entered the USA): 15th May 2017

So, I'm going to have her go to the CFO seminar and and then update her passport. I just don't want to actually wait on the new passport before I complete and submit the DS260.

Getting the passport in her married name would be a good idea.

What is the Certificate of Family Relations? Registration (of foreign spouse)?

No clue what that is, it is something new that CFO added with their recent website update. It is under the "may need" additional documents section along with an ACR card which you won't have either. Reality is you can't provide what doesn't exist.
