Hi,everyone,Im planning to apply for my daughter Recognition as Filipino citizen in immigration manila so she became dual. I just wanna ask some idea how to make letter address to the commissioner as part of theri checklist, same as requesting for early hearing. What are there schedule for there hearing since were came from mindanao. Is there any grounds for them to deny the application?

Is your daughter born in US? And at the time of birth does both or either one of the parents a filipino citizen?

The letter is mostly an affirmation that one or both parents are Filipino at the time of the child's birth and that the documents submitted are legal documents, very straight forward: http://www.immigration.gov.ph/services/citizenship-retention-and-aquisition/recognition-as-filipino-citizen

Letter request addressed to the Commissioner from either of the applicant’s father/mother or both parents, OR from the legal guardian (if the applicant is below 18 years of age); OR from the applicant (if he/she is already 18 years of age or above upon filing) with statements that either father/mother or both parents are Filipino citizens at the time of the applicant’s birth and all documents submitted are genuine and were legally obtained from the corresponding government agencies;

As for an expedite letter, EXPRESS filing is all about the PHP.. pay the express fees (about P1,500 total in express fees) and then wait.

Visa chase and citizenship.. DONE!

Did you try considering filling a report of birth abroad through philippine embassy in US? That's what my husband did for our daughter (delayed registration of birth abroad) it only took us 10 weeks for her to have a record of birth in NSO/PSA. Now we are just waiting for her DFA passport appointment.

Originally I was going to do recog. of filipino citizen for my daughter since i'm already here in the philippines but when my husband went to San Francisco phil. consulate to have our daughters birth cert. certified (red ribbon attached on it) consule said thay why nit just do the report of birth.

Now in regards to your question about the letter to the commissioners, beside bureau of immigration office in intramuros there's a nitary office they Make thr lrtter including the affidavit of citizenship (of course with a fee). That's where i got mine.

*Applying for recognition of filipino citizen is much more expensive, time-consuming and longer process (6-12 months).

Can I request to them to expedite our application? how much the fee?

So, all the letter including letter requesting early hearing will be done their in head office immigration?

Do, I need to look for a lawyer here in our place for the letter to the commissioner and affidavit? or do they have in immigration manila? how much the payment their for the lawyer for them to make it?

I really want us to expedite our application so we can get it as soon as possible not 6 months up. Since were ready filling my visa. My daughter is already US Citizen with US passpor we applied her in manila US embassy.

Epedite fee at BI is P1500 (as I posted earlier). No letter listed for expediting on the BI website, just the fee.

What affidavit are you referring to?

If you feel more comfortable with an attorney, check law offices near BI

Yes do acquire an attorney, it would be less stressful for you.

Read the checklist, there are three P500 expedite fees, for three processes.

Ok, so you said your daughter is born HERE in fhe philippines and your a filipina then you do no need to do the recognition of filipino citizenship for her. Did you register her birth to your local civil registrar office (place wherecshe was born)? Is yes then she should have a record of birth in NSO. If not then apply for late registration of birth in your hometown. Just get her a philippine passport. We are in the same situation my daughter have overstayed here for 4yrs now, we also wanted to waived overstaying fees BUT in your case your daughter did not overstsayed here bec. she was born here.

I already inquired BI and they said she already consider foreign national since she's holding US passport and she got her CRBA certificate already. In the DFA she needs to get that IC from the immigration before she can apply for passport since she already drop her filipino citizenship.

No need for an aottorney here. Like i've said there's a closest notary office beside BI. They notarize and make the letter, as well as th affidavit of citizenship letter. BUT for the OP's daughter she doesn't need to file for recognition. Here daughter is born here in the philippines. No overstsying fee. She just need a philippine passport to leave the country.

I've been told the samething believe me. I've been through that process. I was pointed to different offices and agency. I've been working on my daughter's papers for almost 2 yrs already. I've started from US manila embassy, theh pointed me to DFA then from there to told me to go to Bureau of immigration. Thats where i learned all of those requirements and letters that you were saying and cost P12k++. My daughter is born in US she is considered as foreign national when she arrived here in the philippines back in 2011. When i was about to do the recognition of filipino citizneship one of the requirements is a notarized US birth cert. from Philippine consulate. When my husband went there they told ask him why we are doing this. We can just do a report of birth and get a philippine passport. But in your case, your ddaughter is born here in the philippines and you akready applied for her CRBA and got her US passport. So why stress about it. Philippine passport is all you need.

You're making your case complicated. She's born here to a filipino parent. NSO/PSA birth pcertificate is all you need to apply for philippine Passport.
