We had our mnl# and the file still "at nvc" when i checked at ceac website. Questions are:

1. Can we submit the ds-160 by now?

2. Can we pay for visa at bpi?

3. Can we schedule for interview?

We read somewhere that we need to wait until it said "ready" before we can do all that. Thank you for your time.

I paid mine through BPI Online because I have an exisiting account. I didnt even had to note/provide the MNL. I printed the online confirmation and that is what I submitted during the interview.

3. Yes. There is no need wait but make sure you schedule out at 30 days to allow for your file to arrive at USEM.

3. Yes. There is no need to schedule your interview 30 days (or more) out. If you schedule an interview sooner, the embassy will be ready for you.

If you schedule early your file may not me ready. We have seen some who have been turned away as it was to early. Chances are you won't get an appointment much before 30 days unless you find someone's cancelation. It's your visa interview and you can play Russian Roulette.

In eight years on this board, I haven't seen anyone turned away because their file wasn't ready. If you have seen it, I would appreciate a link.

Here is what the embassy states regarding interviews being scheduled too early.

While we are happy to accommodate earlier appointments, we are only able to do so when we have already received the physical case file from the NVC. When the physical case file is either still with the NVC or in transit to Embassy Manila, we are unable to grant earlier appointment dates. This is because we need the physical case file to conduct an effective visa interview.

Too early means you get turned away. Just exactly what I'm telling the OP.

We already scheduled our interview which is on Oct.13. But our case still IN TRANSIT. I find it unusual because most of the other file received at consulate within 1 or 2 days only. Ours is in transit since Sept 15. Should I worry? Edited September 19, 2016 by alv6930

No because you are still within normal transit times of 1-2 weeks. Just keep your eye on your case status but during that time continue gathering and preparing for the interview. By the time your appointment arrives your file will be at USEM.

You have to have more patience or you are going to drive yourself nuts with this process. Trust me I Know. Anywhoo..... good luck

Use the link in my earlier post to make this a little easier and to avoid any pitfalls. Believe me there are many.
