Effective Date of Proposed I-485 Filing Fee Increase

I'm seeing a lot of people reference October as the month that the filing fee for AOS I-485 is going up and they want to make sure they get their paperwork in under the wire to avoid the increase. Anyone have a definite date/amount for this or is it still just a proposal? I saw some material on the internet that the fee proposal for a I-485 is $985 increasing to $1140

It is actually $985 plus $85 biometrics adding to $1070 so now will be $1040 plus biometric fee

the public had until July 5, 2016 to comment so now they will take all comments and informaiton and decide when and what increases to make

Yes, that was the other number I saw referenced. So only comments solicitation so far. I don't know why I keep seeing on VJ that fees are increasing in OCT and filers are panicking.
