I watched the video. I would say upfront it was pretty dumb to get out of the vehicle. If you are afraid of the person, you just lock your door roll down the window a bit and stick your license and registration out the window.

He probably reacted to her getting out of the car by saying he would arrest her.

That being said. I'm 99% sure women have the right to ask for another officer if she doesn't feel safe (specifically a female officer). She wasn't threatening the officer. IMO his ego snapped and he went for her.

Why didn't she just do as asked the officer stood there patiently for a long period of time. She clearly resisted. More stupidity. If she was really scared why did she not stay in the car and why did she resist.

Its all a bit grey because she was out of the car, but the arrest itself is unlawful IMO.

I watched the video, and she reminded me so much of the teacher from the other week. Again, a drama queen. What are those people doing getting out of the car? Who do they think they are and what kind of "privilege" do they think they have? That's not what you do when you're pulled over. I certainly don't. And then to lie twice by saying he is harassing her, which he was not. It appears to be "contempt of cop" to me. However on the issue of whether or not that's grounds enough for an arrest the jury is still out where these cases are concerned and it may very well not have been lawful.

I just don't understand both women, they both act like they seriously need some mental help or something though. I can virtually guarantee that if instead of making a scene by getting out of the car, calling and asking for another cop, lying and saying he was harassing her while he is just standing there...if instead of all that she would have stayed in the car, handed over her ID, and done what he had asked her, she would not have been arrested. Don't try to sell me this baloney that she was "scared" of him...scared of him but not a different one? Give me a break. Also I tried to find something on whether or not she has the right to ask for a different one but couldn't find anything about it.

Meh, pulling someone over for a solid line is stupid to start with(in VT it is legal as long as there is no sign stating you cannot), but cops' job is to enforce existing laws, not make them.
